Texas is currently the only state with population-based limitations on the use of collaborative delivery for water projects—only 43 of more than 1,500 Texas communities can access this proven delivery method. Leading into the 90th Texas legislative session, beginning in 2027, WCDA is working in collaboration with partners, such as DBIA Southwest Region, to provide education and resources outlining the benefits and flexibility of design-build project delivery.
