We can’t do collaborative delivery because there’s no competition. How do we know if the guaranteed maximum price (GMP) is competitive? How do we know we are paying the market rate without a hard-bid comparison? These are common statements and questions often heard from owners who aren’t sure collaborative delivery will bring the best value.
SB 598 Passes in California
Thanks to the leadership of the WCDA Advocacy Committee, California’s SB 598 was signed by Governor Newsom last week and will take effect on January 1, 2026. This new law will enable an expanded scope of local agencies, upon approval by their governing bodies, to use the construction manager/general contractor (CM/GC or CMAR) project delivery method for water infrastructure projects.
