WCDA Now Scheduling In-Person Education Sessions

Do you have a one-time mega-project that you don’t have the capacity or capabilities to deliver? Is your capital improvement program growing quickly and you need to equip your staff with the right skills and relevant knowledge to keep up with the rising demand? Do you need to decrease your average project delivery time due to rate-payer or political pressure? All of the above?
Whatever your reason for considering collaborative delivery, I can tell you as a prior owner, we tend to overlook the importance of investing in staff and organizational preparedness that’s fundamental to ensuring project success.
On March 17th, Representatives Sharice Davids (D-KS) and Nancy Mace (R-SC) introduced H.R. 7119, the “Water Design-Build Improvement Ask of 2022.” This introduction comes after several months of advocacy and education efforts from WCDA and several member companies. Both members have been vocal in supporting increased use of collaborative delivery methods in federally funded water projects, and WCDA thanks them for their leadership on the issue.
H.R. 7119 would clarify that the EPA may award WIFIA funds to projects that use collaborative delivery methods, so long as state and local law does not prohibit. The bill also directs the EPA, in coordination with the U.S. Army Corps, to study the use of collaborative delivery in federally funded water projects, determine barriers to increased use, and identify how to better educate agency staff on collaborative delivery methods.
WCDA will continue to advocate for inclusion of H.R. 7119 on any appropriate legislative vehicles and will urge Congress to pass the bill this year. A one-pager on the bill can be found here.
